The E.O.C.C. was started by Areon to help prevent unneeded bloodshed, it is based on establishing common laws to ensure a less Hostile environment, making it easier for everyone to live.

The High Council is made up of three dominate gangs, that each have authority on a third of the city and make the laws for it, they also construct common laws which needs a representative from each gang whom is apart of the High Council. Common law sets basic laws that must be adhered to when setting up a gangs own territorial law.
